Every country has its land policy system. Indonesia employs deeds registration which refers to the Basic Agrarian Law (BAL) and Malaysia uses a title system called National Land Code (NLC). yet complete mandate throughout since was officially introduced in BAL 1960. While adopted Torrens concerning matters, recognising that is everything. The first part of paper focuses on beneficial ownership, confidential ownership data, identifying constraints strengthening administration abilities, while second as legal instrument rights affirmation. main question this research analyse whether quantity, quality certainty guarantees are strongly influenced by well-organised still addressing weaknesses their respective systems based issues. There need for improvement roles from two stakeholders, namely government’s role streamlining community participation supporting successful registration.
